DESCRIPTION

Nowadays, facing a growing demand for effective public service and infrastructure delivery and changing some basic concepts on activities relevant to public administrations, Public and Private Partnerships (PPP’s) are more and more recognized as an attractive alternative in comparison with traditional delivery models, such as Public Procurement. Though in countries, which are already quite familiar with PPP, an initial optimistic approach for good reasons has been replaced with the pragmatic one, PPP’s are nevertheless used in a present and in future their number is only going to increase. Therefore for emerging markets it is reasonable to benefit from foreign experience, in the meantime critically adopting it to local circumstances. It must also be noted that PPP projects should be reviewed in the context of present financial circumstances – it is clear that due to the high cost of finance their successful implementation is closely dependent on the project’s preparatory stage, quality of tender documents and PPP contract as well as correct legal and financial structure of the project.In order to obtain information of financial and legal structure of PPP projects, to get introduced with relevant EU law, guidelines from European Commission and important rulings of European Court of Justice and to participate in discussion on current related problems and their possible solutions, SOPHIA CONFERENCES is pleased to invite you to participate in interactive one day seminar “Public and Private Partnerships – current trends, problems and future directions”.

Seminar will focus on following questions:
¨ The concept of PPP and reasons for choosing it;
¨ Ways on clarifying most suitable PPP model;
¨ Legal and financial structuring of PPP projects;
¨ EU law and praxis of European Court of Justice in the field of PPP;
¨ The PPP guidelines and Interpretative Communications of European Commission;
   Intract and its essential features.

GENERAL INFORMATION

Lecturer
The seminar will be led by Eriks Mezalis, partner of the Public and Private Law Consulting Law Office. Eriks is one of the Latvian leading specialists in the field of Public Procurement and Public Private Partnerships. He has obtained great experience in consulting both public and private sector clients in different practical Public Procurement issues. Eriks has participated in process of transposing the Directive 2004/18/EC into Latvian Public Procurement Law. He is also a leader of many well attended Public Procurement seminars and courses and has written and co – written a number of publications on different Public Procurement and Public Private Partnership matters.

Language
The seminar will be conducted in English.

Target Group
This seminar should be of particular interest of representatives of state institutions, municipalities and other public organizations, as well as entrepreneurs, willing to take part in PPP projects, attorneys, consultants, legal and financial advisors.

Fee
The participation fee is € 185 and includes documentation, 1 lunch, 2 coffee breaks and refreshments.
